Muqoddas: Mostly, The Actors of Judicial Mafia are Law Enforcement Officials

Guest Lecture by the Chief of the Judicial Commission (KY), Dr. Busyro Muqoddas, MH.

            Presented at University of Muhammadiyah Malang (UMM), the Chief of the Judicial Commission (KY), Dr. Busyro Muqoddas, MH, who was asked to fill in two different events. Tuesday (10/19), Busyro gave a guest lecture to Master Program students in Legal Studies at UMM Campus I. Meanwhile, on Wednesday (10/20) he re-appeared in front of 500 Faculty of Law students in theater room of UMM Dome.

           On both occasions, Busyro discussed the ins and outs of mob justice and its eradication effort. According to Busyro, the social fact of indignity mob justice was recognized being practiced by unscrupulous law enforcement officials, such as police, judges, prosecutors and lawyers. They are the ones who justify any means and deliberately crash the principles of morality of law.

           In doing the action, Busyro continued explaining, they work through an ‘underground’ organization. "There is no official organization, but it is done solemnly and quietly. Yet, the impact clearly seems on countries in economic losses because they also took rations from the state budget (APBN) and local budget (APBD) of tax levied from the community," said Busyro who was also nominated as the Chief of the Corruption Eradication Commission (KPK). He estimated that 70% of the tax was easy targets to officials who use the judicial mafia.

           Furthermore, Busyro regretted that the behavior continues to grow today. They are assessed of being greedier as animals because they took the money for personal use which was actually intended to provide low cost education and the poor. Ironically, according to some research results, mostly they came from law enforcement and state officials. They are people with no conscience, who do not even think how hard the society looking for money for education, health care and finding a job due to the development funds which were taken greedy the corruptors.

           "There can be various judicial mafia modes," explained Busyro. Among them, by reversing article of dealers into the user, delaying execution time for the hearing, obscuring the legal interpretation of violent rape into violence, the use of witnesses, etc.

           "Obviously, there are a lot of efforts were made to manipulate the law which aims to relieve the defendant. With the power of money, everything can all be done by law enforcement officials," said Busyro.

           In the guest lecture opened by PR I UMM, Prof. Dr. Sujono, Busyro showed a film that illustrated the social cynicism where a bad situation may seem good. Through the movie, Busyro wanted the community realize on the effect of our acts if we do not concern in eradicating judicial mafia.

           The guest lecture was guided by the Chief of UMM Legal Services Center, Sumali, SH, MH. The commissioner candidate of KY brought the discussion to the role of universities in upholding the law. What is the role of campus in eradicating corruption? Are not most of the corruptors were graduated from famous campuses with doctor and even professor titles? Is there anything wrong with teaching in college?

           Busyro emphasized, campus should form not only clever men, but also intellectualists and leadership skill with character, "Campus society should be they who have knowledge and scientific attitudes." Therefore, he invited campus participating in the awareness of this law. For example, students are asked to be willing to conduct research of thesis about the rule of law. Busyro also invited all the dean of the Faculty of Law of any universities to create Kuliah Kerja Nyata/Real Working Lecture (KKN) program which deploys students to the court seeing the reality of cultural environment associated with the judicial mafia.
